20 prime ministers in the 19th century

Not only did Britain have 20 prime ministers in the 20th century: it had 20 in the 19th, too, from Pitt the Younger to Salisbury.

The 18th century, which you might have thought more fluid, is a degree more solid: 14 from Walpole to Pitt the Younger, starting in 1721. This is counting prime ministers, not administrations.
